The Marine and Fisheries Business Capital Management Institution (LPMUKP) was established by the Ministry of Marine Affairs and Fisheries (KKP) to increase access to capital for the marine and fisheries community. LPMUKP was formed on September 20, 2009 through the Minister of Marine Affairs and Fisheries Regulation Number PER.20 / MEN / 2009. The establishment of this LPMUKP was carried out after the termination of the Coastal Community Economic Empowerment Program (PEMP) and the Aquaculture Capital Strengthening Fund Program (DPM-PB) in 2007. This also answered the demands of Government Regulation Number 23 of 2005 where all capital strengthening programs through a revolving fund program must be done with the pattern of Public Service Agency (BLU) Financial Management. To prepare the BLU Work Unit, KKP then formed LPMUKP.
After an assessment by the Ministry of Finance in October 2015, LPMUKP was then designated as a government agency implementing the financial management pattern of the Public Service Agency within the Ministry of Marine Affairs and Fisheries at the end of September 2016. The appointment of LPMUKP as a BLU Satker was marked by the issuance of a Minister of Finance Decree (KMK). ) Number 710 / KMK.05 / 2016. In line with this, in the 2017 APBN, LPMUKP received government investment allocations in the form of BLU Management Funds.
Following up on the determination of LPMUKP as a government agency that implements the Public Service Agency Financial Management Pattern, the Minister of Marine Affairs and Fisheries has also issued a Regulation of the Minister of Marine Affairs and Fisheries Number 3 / PERMEN-KP / 2017 concerning Organization and Work Procedure of Marine and Fisheries Business Capital Management Institutions (OTK LPMUKP) . The determination of the LPMUKP OTK was carried out after obtaining consideration from the Ministry of State Apparatus Empowerment and Bureaucratic Reform. In line with this determination, LPMUKP received confirmation of its main task, namely managing loans or revolving fund financing that is assisted by Micro, Small and Medium Enterprises in the Marine and Fisheries Sector (MSMEs-KP).
